Fix bugs with Project Issues feature

1. UI Bug

Sometimes issues don't render on the ProjectIssues page even though the response is successful and have the full array of issues

2. syncGithubIssues API sometimes responds with an error (but it works)

Expected Behavior

• When I click the Sync Last 30 Days Issues button, then a loader should appear and when the data is fetched, the issues list should display with any new issues added to the DB
