bart-registrant does not work with python3

As Python 2.7 will not be maintained past 2020 it's time to get bart-registrant work with python 3.

Tested on Python 3.5

I've been trying to not think of this as much as I can :-). But yes, the code needs to be converted to Python 3 in a not too distant future.

I have a working version. Not that many changes needed. I will provide PR next week.
