Backup timestamp in UTC

Bug description

Hello,

I switched to the new backup format (folder based) and it works really fast (and saves space)!
The only thing I noticed is that the folder name timestamp is in UTC which is confusing.

example:
local time "2026-07-07 07:38:26"
backup folder "signal-backup-2026-07-07-05-38-26"

I also checked old backup format (file based) where it was correct.

Please switch to local timestamp.
