chore(deps-dev): keep Python 3.9 on chalice 1.32.x

chalice 1.33.0 dropped Python 3.9 support (requires_python >=3.10), so
Dependabot's bump of the python_version >= "3.9" line to >=1.33.0 would
break the install on the 3.9 CI leg. Split the marker so 3.9 stays on the
last 1.32.x release and 3.10+ takes 1.33.0.
