[Bug] "How to play" text can scroll on its own, even after not using the mouse wheel. #1161

Bug description
When reading long sections of text in the How To Play section, since it's accompanied with an image wrapping the text, it forces you to "scroll" the text to read everything in said section. However, when you scroll with the mouse wheel, the scrolling will only stop once it reaches the start or the end of the text, making it very hard to read the information in between.
To Reproduce
- Either from the main menu or when the game is paused, go to Help & Options > How To Play
- Click on any section where there's a scrollable text & an image accompanying it (e.g Creative Mode).
- Proceed to scroll with the mouse wheel.
- The text keeps scrolling, even if you've let go of the mouse wheel!
Expected behavior
The text should only scroll while you're holding the mouse wheel.

Additional context
The game doesn't check again if I am not pressing the scrolling keys (in this case, moving the mouse wheel up or down) and it should to make those sections actually readable.
