Publish fetchers to `npm` and create workflow for publishing them

As in the title, first step is publishing packages from monorepo to npm. Then, we can create workflows, similar to react-native-executorch package to publish adapters to npm automatically. Additionally, one needs to update RELEASE.md about the changes.
