Migrating vulnerability DB

[SOOHO](https://sooho.io) plan to share part of the vulnerable database as open source through the [@sooho/advisory-db](https://github.com/soohoio/sooho/tree/develop/packages/sooho-advisory-db).

Currently, it only covers [9 CVEs](https://github.com/soohoio/sooho/tree/develop/packages/sooho-advisory-db/ethereum/solidity/cve). Update about 600 CVEs more as soon as possible.
