Expected Result

Only a single instance defined of some quest, or the trader offer shouldn't unlock by two same quests with different id? where one of them can't activate.

Actual Result

Like Textile - Part 1, there're two quests with all same but different questid, and Ragman's offer for IOTV Gen4 body armor (Assault Kit) has two depended on two different id Textile - Part 1. So when I complete one quest, another won't activate or finish. And there's an offer of trader never unlock.

Are these supposed to exist to differ from Bear and Usec?

Steps To Reproduce

Have this question in vanilla SPT 4.0.13.

I used python to check quests.json and found these, I don't know if some quests should have two different template.
