Missing method in LicenseCompareHelper: matchingStandardLicenseExceptionIds

The org.spdx.utility.compare.LicenseCompareHelper class provides a method called matchingStandardLicenseIds(), for determining whether a given text matches a listed license. There's no equivalent method for matching listed license exceptions however.
