[Tracking issue] Per PR preview links

This is a tracking issue for per PR preview links to vercel. This way we don't need to merge to staging to test in a prod like environment.

Tracking Items

• Create a workflow that deploys to vercel environment
  feat: deploy branches to vercel #3008
• Add more urls to rotate around
• Create stripped down staging environment
• Have the github webhook events working to each preview
• Have all the preview environments show the same workspace
  • In the workspace make sure pods are usable
  • In the workspace make sure tasks can run
