Plugin not loading on server start

Hi there,

I'm having issues with the plugin not loading up when the server starts. It doesn't appear in the list of plugins that the server is attempting to load either.

I'm running on spigot 1.21.1 and have loaded other plugins with no issues prior to this. It is appropriately placed into the plugins folder, and server has been clean booted several times.

would love this to be solved if possible,
