To enhance the certificate management portal by enabling CA Admins to raise user certificate role requests to RA Operators,
and to streamline the process of assigning and approving RA Operator roles.
This proposal covers:
- Role assignment interface for RA Operators
- Notification workflows for role changes
- Approval mechanism for CA Admins
- Database updates upon approval
- Role downgrade functionality for RA Operators
