Allow user to add pipeline to a finished execution and set offset

Scenario:
a data ingestion job need to start at certain offset from the cycle base

Scenario:
user created a new pipeline, however, today's execution for pulse-daily is completed, need a way to re-open the execution and add pipeline instance and execute those.
