Use .yamlint.yaml configuration to disable the line-length rule for all files

The only thing that rule has ever done is force us to do extra editing decisions to add in-line disable annotations when we want to disable it for a particular line.

We are essentially too tidy in our yamllint editing to get any use from it, and we do fancy things that require it to be disabled.
