Client-side React UI: Migrate primary listing tables to PatternFly Data View

We should consider migrating to the Patternfly Data view for most or all of the listing pages in the Console. This appears to be a good way to standardize and eliminate some duplication throughout those pages.

@tomncooper This isn't complete yet. Only the Kafka cluster list (#2539) and topics (#2692) have been migrated to use the new component. I'll update the description with a checklist of all the tables that should be done.
