[UI] Display of 403 forbidden instead of "Not Authorized" text

Describe the bug
Console UI returns to elements/pages that require correct authorization 403 forbidden instead of the not authorized text as it used to. This applies to whole pages as well as things like topics, groups and anything that the user does not have authorization to.

I think many of the places this could appear will be fixed by the migration to the data view component. For example, the topic listing from PR #2692 is correctly using the error title and message from the API call.

In AuthST for test user Frank => not authorized to view Groups, only to view Topics the tests get following message:

If we consider this as intended, we can close this issue ... or if there needs to be a different subject-roles-mapping-settings in keycloak we can change it and close this issue.
