[BUG] All locations are displayed even though some do not exist.

Description

When I want to start a run, I can see and select locations with no workers.

Steps to Reproduce

1. Use in a single location or with workers in one or two locations
2. Run a test
3. Any location can be selected

Expected Behavior

I should only see the locations that are available based on the installation of my workers.

Actual Behavior

I see all locations

@brad-men I'll look in to this but this involves changing core logic as app is supposed to be used with multiple workers in different locations, when you self host on Supercheck in 1 location then all executions go to that location and what you select in app does not matter, so everything will work but I'll see how best we can handle this case but this fix will take time.

I understand that this is a big change and that it may take time.

But I disagree with the consistency with the current state of supercheck.
If the workers for a location are no longer available (server problem, etc.), the location should not be displayed so as not to confuse users.

The reason is different, but the need remains the same.
