Leads created M-F but outside working hours will generate email alerts to the SDR immediately rather than queue them for later. This is a problem M-F before the "SDR Window Open" (12am-10am) and after "SDR Window Close" (6pm-11:59pm), and also any time a lead is created between when the SDR manually requests the "SDR Offline" campaign for all known leads and then comes back online.

The problem occurs because Marketo's wait step can hold leads either for certain days or certain days until an exact time, but not for certain days between two times.

The workaround would force new SDR leads to be evaluated according to the "SDR Window Closed" or "SDR Offline" conditions or equivalents even on M-F. No known solution.
