Add Multi-Frequency App Alignment/Connection Toolkit

Current apps have no thread protection on connections. Need to implement

• Basic thread protection
• Alignment between apps on different threads, same frequency
• Alignment between apps on different threads, different frequency

Questions to take into account

• Are message connections a better way to handle this?
• Memory Tables
