[BUG] - Save As dialog resizing Windows 11 "hides" elements/controls

Describe the bug

The "Save as" format options dialog can be resized but behaves differently under Win10 v Win11

On Win10: The preview area has a minimum size and you can't make it smaller, also the options remain visible/accessible. It seems to adhere to the minimum size you've set for this.

On Win11: The preview area can be nearly hidden and options can become inaccessible, so the minimum size is not respected? It also different for various formats (see images below)

How can I reproduce the bug?

Windows 11, save as, resize the gui under various format (see PNG, JPG, GIF and TIFF below)

Expected behavior

Same as Win 10 everything should be "fixed" to a minimum size so everything remains accessible.

Note that my Win11 PC uses a 150%, something you may also notice with the TIFF options below
where some of the "dropdown" lists overlap with other text/buttons.
The OK button also crowds the preset dropdown.

Of course making it bigger solves all problems :) but its a bit strange it works as expected on my Win10 and not on my Win11.

Great catch and excellent bug report as always, @hi5 ! Thank you so much for reporting this.

When setting a minimum allowed dialog size, I wasn't multiplying by the current screen magnification factor. (At 150%, all minimum settings also need to be 150% of their original.) This was allowing resizing down to much smaller sizes than intended, and the resize algorithm was breaking horribly 🫤

Should be fixed in the latest nightly build. Thank you again!

Happy Holidays - I didn't manage to grab a screenshot before going home, but on my Win 11 I did notice that when saving as PNG, I could still "hide" about 40 pixels on the RIGHT side of the save as dialog - it was hiding the pulldown arrows of the transparency control, Not really an issue but thought I'd report it. (Edit: Win 11 set to 150%)

Win 11, 150%, the save as PNG (as noted above) still has this minor issue where part of the pulldown controls are cut off:

Argh, I'm sorry I didn't respond to your observation sooner, @hi5! Thank you for reminding me.

I can't reproduce this on my Win 11 laptop. Here's a screen capture where I try to shrink the Save PNG dialog (on Win 11 at 150% scaling), but I can't get the PNG dialog to go past the expected minimum size:

If it's not too much of a hassle, can you test this on a fresh nightly build download, just in case there's something in a preset file (like the "saved window locations" file) in your normal PhotoDemon copy that's causing this?

(I just tried myself on a fresh nightly build and still couldn't reproduce the issue, so I'm grasping at straws...)

The screenshot shows it happened, but the strange thing is that at the moment it doesn't - I've seen it quite a few times since I first reported it but always forgot to make a screenshot as I usually just hit enter and continue. I suspect it may be a combination of things that make it happen - perhaps when my PC comes back from a sleep or something, or perhaps using another format first.

I'll try to keep an eye on it and if it happens again try to retrace my steps and save any settings files "at that state".
