[Feature request] - a "last used" menu in the effect menu (and for the Adjustments menu too)

Hello,
When working on images, I often use one of the adjustments or effects twice or undo it to redo the same ajustment or effect with other parameters : so, (in paint.net, an option "redo the last filter " appears in the menu once a filter is used but it keeps the last used paremeters) is it possible to have an option such as this in the top of the "adjustments" and "effects" menus which gives the user the possibility to use again the same adjustment or effect but just opening the option menu used before with the possibility to keep or change parameters ( as Photodemon keeps the last parameters , opening quickly the the last used option pannel would be time saving than searching again through the whole menu ...

Thank you for this great suggestion, @mizka76 ! I like your idea a lot.

GIMP has two menus at the top of their effects menu: "Repeat [last effect name]". and "Re-Show [last effect name]". The first option, "Repeat", runs the last effect again with the same settings. The second option, "Re-Show", shows the last effect dialog again. I like this implementation and think I will make PhotoDemon's work similarly.

Note that PhotoDemon does already have a dedicated Edit > Repeat [last action] menu, which runs the last action again (works for both adjustments and effects), but I think it makes sense to also add dedicated menus for this to the Adjustments and Effects menus, for just the tools in those menus.

I am currently hard at work on full documentation for PhotoDemon, so coding new features has paused for the moment, but I will try to make an exception and clear out some time to get this added in the coming weeks.
