Each sprint closeout must include a status update toward the current phase goals and critical path.
New Section: Phase-End Assessment Report
Before advancing to the next phase, a phase-end report is mandatory and must include:
- Testing status with a 90% coverage target (or explicit waiver with rationale).
- Architectural best practices assessment.
- Code quality assurance beyond test pass status.
- Trueness to intent or HIL approval for intent changes.
