Proposed Amendment

Add to LAW-012: Bill Submission Process

New Section: Cross-Constituent Work Proposals

1. Any proposal that targets a different constituent must include a Proposal Package:
   • Proposal document
   • Manifest with file hashes
   • Disposal instructions
   • Explicit acceptance criteria
2. A Negotiation Window is required before voting:
   • Minimum 48 hours unless marked emergency
   • All concessions and requested changes must be logged
3. Voting may only open after the receiver acknowledges receipt or negotiates/declines.

Rationale

Prevents scope leakage and enforces accountability when proposals involve multiple repositories.

• Adds a structured gate before cross-constituent voting.
