As noted in #4491 (comment), outdated package manager metadata can affect every single package manager operation, including the basic installation of test requirements, of every tmt invocation in a plan.
Task: Investigate how package manager metadata freshness impacts test duration and find ways to mitigate it (e.g., refreshing metadata once at the start, caching, or using pre-configured images with fresh metadata).
