NIBRSXML - Item Aggregation

In a previous conversation with an FBI representative, Dustin Casto, we were informed that the FBI's new IEPD XML format is going to try to be somewhat similar to the NIBRS flat file. We are currently not doing this in our implementation.

One area in which this is the case is with items.

1. All items with the same loss type and description must be aggregated.
2. Aggregation fields will be value, recovered value, and quantity.
3. If the loss type is recovered, use the earliest recovery date.
