[Tooltip][Bug] The Tooltip is not displayed for the Grid Header

Description

The Tooltip is inconsistent when used in a custom header cell.

Steps To Reproduce

1. Open the following example: https://stackblitz.com/edit/react-td5k4yb3-jzuujcy3?file=app%2Fapp.jsx
2. Hover the Product Name header cell
3. Notice the Browser Tooltip is displayed, instead of the KendoReact Tooltip, when hovering over the content of the header cell
4. Notice the KendoReact Tooltip is displayed only when hovering over the padding of the cell(near the border)

Actual Behavior

The Tolltip is not rendered for the Grid header cell content, but it renders for the wrapping element.

Expected Behavior

The Tooltip should render for both the content and the wrapping element.

[KavunCODE]

Having parentTitle in Tooltip component set to true makes it work, but hovering over text shows tooltip over cell text, not over entire cell as expected.
