Description

Currently using shift-tab or tab you can select elements behind the opened dialog.

Steps To Reproduce

1. Open the following example with "Preview in new tab" : https://stackblitz.com/edit/react-hmoeeina?file=app%2Fapp.tsx
2. Use Shift + Tab and notice that the Open Dialog button is focused

Actual Behavior

Using shift-tab or tab the user can escape and select elements behind the opened dialog.

Expected Behavior

Using shift-tab or tab the user should not be able to select elements behind the opened dialog.
