Install `chompchain` and investigate using `cron` on `full-node`

As discussed:

• pip install the chompchain package to the container during build (i.e. Dockerfile
• Look into setting up chompchain to run every hour: python -c "import chompchain"

Keep in mind that you might also need to install wallet.

To clone the repositories that we need to:

• chompchain
• chompchain-wallet

I've been placing all operative software in the /opt partition (i.e. opt "folder") where, you:

• need to cd
• simultaneously clone the repo
• python -m pip install . the repo
