Motivation
The MAY weakens interoperability. A bare identifier with no resolution path is of limited practical use. For example, the Appendix B sample urn:nbn:de:bvb:12-bsb00012345-2 says little on its own; only through a resolver — e.g. the DNB resolver at https://nbn-resolving.org/urn:nbn:de:bvb:12-bsb00012345-2 — does it become an actually dereferenceable resource.
Proposed change
Change MAY to SHOULD so that implementers are nudged toward providing a resolvable URL / capturing the resolution path, rather than leaving an opaque identifier.
