Preflight function

It would be nice if workflows could check for containers in the cache

If not present then the workflow should exit, tellling the user to run a preflight on the pipeline

jetstream preflight workflowName, should cache all needed containers for the workflow so a workflow is not trying to download the same container simultaneously
