Replace deprecated paperclip gem

Deprecated. The Paperclip gem is no longer maintained.
We should replace with ActiveStorage.

Notes:

• We'll need to migrate existing attachments
• After a successful migration, we'll want to clean up paperclip columns
• Configure storage setup
