Mechanism to change namap parameters

## Task

NAMAP, on the analysis computer, currently uses a config file to determine processing parameters such as detector lists, sample rate/downsampling. 

## Acceptance

Parameters required for NAMAP to run are modifiable from the ground.

Rely on starlink? A separate upload mechanism? Pipe through COW?
