dockerize

it'd be cool to wrap this in an exe and a docker container and publish it for use in local docker-compose setups

1. add web host project to provide roughly matching http api (outside-in http tdd)
2. add dockerfile to dockerize it
3. publish to docker hub (automate with gh actions)
