add constant mortality closeout option #267
Description
Add option to single and abridged lifetables to closeout (all columns) using a constant mortality assumption.
This closeout may or may not imply extrapolation needing to take place, that depends on OAnew > max(Age).
Where relevant, this could preempt an extrapolation needing to take place at all.
