Heartbeat should update location/timestamp

Even if the location has only changed slightly, it makes sense to go ahead and send the new one.

At the very least, there should be a timestamp with the time the heartbeat is for?

I agree. In the current version, the location and timestamp still don't update after a 60-second heartbeat.
