Docker in base image

Is there a specific reason why docker is included in the base image? Could that be a profile instead?

I guess that could go into a profile. The project started out with me exploring oss-fuzz and that required docker and it is generally convenient to have access to. Do you have any concerns? It could be a profile imo.
