Osmosis error when generating individual US states or EU cities without bordering areas

I used WahooMC to create a map of a few US states without bordering areas back in 2022. I want to update the old maps I have but I keep receiving an Osmosis error with the latest versions. I believe version 4.0.0 caused this error as every version before that works fine when using the -nbc option on US states or world cities.

Expected Behavior

Successfully generate individual US states and any world city without any other neighboring states/countries/regions/cities (-nbc option).

Current Behavior

Maps do not generate due to an Osmosis error:

"org.openstreetmap.osmosis.core.OsmosisRuntimeException: No default pipes are available as input for task 3-m."

Steps to Reproduce the Issue

1. Following the directions to install WahooMC on Windows, MacOS, or Linux.
2. Run a command to generate a US state, EU city, or any other city without neighboring countries/areas (-nbc option)
   Examples:
   "python -m wahoomc cli -nbc -co us/texas"
   "python -m wahoomc cli -nbc -co us/maine"
   "python -m wahoomc cli -nbc -co berlin"
3. WahooMC exits with a failure due to an Osmosis error

• OS/Platform: Windows 10 via Anaconda. Also tested on MacOS and Linux, same exact error.

@cipherings I encountered similar errors in the last couple weeks when working on this program and my own version of it.
Typically this is caused by specifying an input file that does not exist.

If you add a print(cmd) before the execution of the command like this in osm_maps_functions.py line 510:

The program will print the command it tries to execute and exit.
Check for the existence of the files in the output. Likely you will see there one or more there that do not exist.

If you don't know how, post it here, I can try too but atm I don't have access to the laptop I use for this.

Edit: Be aware that not processing border countries results in missing roads in the border region of the state/country you are generating.

Managed to reach my test laptop. Using -nbc causes the state/country to process to be missing from the osmosis input.
Trying to just process us/texas for example tries to merge a single file, the land shape file. So you end up trying to merge a single file with nothing:

Clearly a bug
