rerunning on snippets does not persists that I want to display bottom layer

choose bottom layer, rerun snippet, it changes back to display top layer which is inconvenient

Implementation plan: persist selected_layer in localStorage using key pcb_viewer_selected_layer, following the exact same pattern already used for is_showing_copper_pours, is_showing_solder_mask, pcb_group_view_mode, etc.

Changes:

• Add SELECTED_LAYER to STORAGE_KEYS
• Init store from localStorage, save on every selectLayer() call
