Get PCB Trace Hints working with @tscircuit/core

• when you create a pcb trace, a file is created (the manual edits file)
• core needs to load in that file using the layout={layout().manualEdits(fileContents) (this already exists in the example template/tsci init)
• the issue is, core doesn't read in the layout properly
