Integrate ERA5 4 km grid cell elevation into the existing `elevation` endpoint

Don't mess with the existing ASTER DEM returns. Endpoint should return a single value for a point query, and a min-mean-max for a polygon AOI so that users may infer elevation variance for that polygon.
