Reformat output table so each city is listed once with years underneath

in the code there is a place where we are passing in a sorting function. Write a custom sorting key function that:

1. Group by city/county
2. Find max relevancy score for each city/county
3. Sort first by this
4. Second by city/county name
5. Third by year
