Make the new theme load before the main theme

currently Kohana::find_file will find files in Theme before Theme_Other
the purpose is to make for example the theme_other/css/style.css file load instead of theme/css/style.css.

Fixed the issue by adding weight to CSS files settings, should be added to JS files as well.
