Make retrieval of tide and water temp data mutually exclusive

The widget is only built if both the tide and water temp http requests return successfully. It should be built so long as at least one of the datasets is available (and display "--" or similar for whichever is unavailable).

Technically, no. The plugin queries both end points. If both queries are successful, it stores the updated data in the database. If one or both fails, it does not update the data, and will try again later.

But I would say that moving the update to the server instead of the client greatly reduces the priority of this issue.

Gotcha. Yeah I agree. I'll keep it open, but lower the priority.
