Release ubc on PyPI #53

Is your feature request related to a problem? Please describe.
It's hard to get ubc in a local Python work environment.
I need to download it and make it executable on Linux/MacOS.
That also makes it harder to build pre-commit hooks are Github Actions.
Describe the solution you'd like
Wrap ubc as platform specific Python wheels and publish new releases to PyPI.
Describe alternatives you've considered
Manually download from download.useblocks.com / have a custom script.
