The spawn island is not placed on first world generation

What steps will reproduce the problem?

1. Create a fresh server without a skyblock world
2. Load the plugin for the first time
3. The new skyblock world is created. However, the spawn region is empty.
4. When restarting the server, the spawn island is placed.

I expect that it should be placed on first creation/setup of the world.
