`plugin-node-polyfills` wrapper

Describe the bug

Right now, user's should use rolldown-plugin-node-polyfills in prod and vite-plugin-node-polyfills in dev (until full-bundle mode is available).

To make it easier for the users, a wrapper package could be created which enables one or the other in dev/build.

vite-plugin-node-polyfills v0.24.0+ uses the built-in inject feature for rolldown-vite (davidmyersdev/vite-plugin-node-polyfills#128).
