Creating a VCF 9.1 environment is throwing Discovery failed (exit 1): ERROR: Failed to load VcfPatchScan module: #1

Description

When attempting to create a new VMware Cloud Foundation 9 environment, after entering the VCF Operations FQDN, username and password and then clicking authenticate I observed the following error:

Discovery failed (exit 1): ERROR: Failed to load VcfPatchScan module: The specified module 'C:\Users\Administrator\VcfPatchScan\VcfPatchScan.psd1' was not loaded because no valid module file was found in any module directory.

After manually copying VcfPatchScan.psd1 to the root if the folder created by the Initialize-VcfPatchScan cmdlet I was able to proceed.

It then threw the following error:

Discovery failed (exit 1): ERROR: Failed to load VcfPatchScan module: The module to process 'VcfPatchScan.psm1', listed in field 'ModuleToProcess/RootModule' of module manifest 'C:\Users\Administrator\VcfPatchScan\VcfPatchScan.psd1' was not processed because no valid module was found in any module directory.
Add Environment

So I manually copied the VcfPatchScan.psm1 file over too.

Maybe this is due to the way I deployed where I did not install the module
