itemref as a url, not just an ID within the same document #87
Description
What has lead up to this sentence in the draft?
The itemref attribute, if specified, must have a value that is an unordered set of unique space-separated tokens that are case-sensitive, consisting of IDs of elements in the same document.
To me this initially seems restrictive without a motivation why it should not be allowed to reference an absolute url with an id reference appended.
