Subject: [PATCH 1/7] plugins: migrate workers to vNext

Why:
- Workers must expose bounded managed execution through the explicit provider and contract model

What:
- replace global registration with an explicit provider catalog
- declare strict authorities, config schema, typed service contract, and lifecycle behavior
- update tests, manifest, and documentation for reviewed dependency metadata
