[Bug]: Direct insert down not work when using Dvorak Keyboard

What happened?

If I dictate "This is a test"

Expected Behavior

I get:
"Ydco co a y.oyv"

Steps to Reproduce

Change keyboard to Dvorak, set output to Direct Insert, Dictate
